Panama City Beach – I saw this information in the news Herald this morning and thought that you might be interested in beach drives from the airports. Pat Rice of the News Herald did some driving last week to determine the time it takes to drive from the new Northwest Florida Beaches International Airport to Destin and conversely the time it takes to drive from Okaloosa County’s Northwest Florida Regional Airport.
While everyone else was celebrating the imminent opportunity to fly to and from Houston, Nashville, Baltimore and Orlando on Southwest Airlines, Pat was busy on the road, finding the answer for us to another airport-related question. Namely, how long does it actually take to drive to various points along the beach from Northwest Florida’s airports?
Next to ticket cost, drive time from airport to destination might be the most important question tourists and other visitors to Northwest Florida have as they decide which airport to use. If it takes decidedly longer to travel from one airport than the other, that could matter to visitors.
So Pat jumped in his truck and went on a drive on our behalf. Pat drove from the entrance of Bay County’s new airport and timed how long it took to reach certain well-known points along U.S. Highway 98 in Walton and Okaloosa counties. The exact route was west from the airport on County Road 388, south on State Highway 79 and then west on U.S. 98.
On the way back to Panama City Beach Pat drove from the entrance of Northwest Florida Regional Airport in Okaloosa County and timed how long it took to reach the same points along U.S. 98. The exact route was State Road 85 north to Niceville, then State Road 20 east through Niceville, then State Road 293 south across the Mid-Bay Bridge to U.S. Highway 98.
The results of Pat’s field trip follow. Note that Pat made the drive on a Wednesday in the middle of December so drive times will definitely be longer during prime time from either direction.
1. The east entrance to State Road 30A in east Walton County, 21 minutes
2. The intersection with County Road 295, which ends at Seaside and WaterColor, 29 minutes
3. The intersection with County Road 283, which ends at Grayton Beach, 31 minutes
4. The intersection with County Road 393, which ends at Dune Allen Beach, 37 minutes
5. The west entrance to 30A, 40 minutes
6. The Silver Sands shopping area, 46 minutes
7. Destin Commons, 51 minutes.
And, in reverse order, here is how long it took to drive to the same points from Okaloosa County’s airport:
1. Destin Commons, 26 minutes
2. Silver Sands, 34 minutes
3. The west entrance to 30A, 40 minutes
4. County Road 393, 43 minutes
5. County Road 283, 48 minutes
6. County Road 395, 50 minutes
7. East entrance to 30A, 59 minutes
So if you are a traveler heading to points west of the west entrance of 30A, you will save a few minutes if you begin your drive from Okaloosa County’s airport. But if you are heading to points east of the west entrance of 30A, then you would be better off beginning from the new Bay County Airport.
Of course, the real lesson here is that the difference in drive time is negligible.
Pat’s conclusion…Rather than focusing on drive time from the airports, travelers should focus on the price of their airline tickets. And Southwest’s arrival to Bay County’s airport should create competition that means lower ticket prices all around. That’s a present we can all enjoy.

718.103 Definitions.--As used in this chapter, the term:

(4) Any unit owner may display one portable, removable United States flag in a respectful way and, on Armed Forces Day, Memorial Day, Flag Day, Independence Day, and Veterans Day, may display in a respectful way portable, removable official flags, not larger than 41/2 feet by 6 feet, that represent the United States Army, Navy, Air Force, Marine Corps, or Coast Guard, regardless of any declaration rules or requirements dealing with flags or decorations.
(7) An association may not refuse the request of a unit owner for a reasonable accommodation for the attachment on the mantel or frame of the door of the unit owner of a religious object not to exceed 3 inches wide, 6 inches high, and 1.5 inches deep.
(12) OFFICIAL RECORDS.-- 7. A current roster of all unit owners and their mailing addresses, unit identifications, voting certifications, and, if known, telephone numbers.
The association shall also maintain the electronic mailing addresses and the numbers designated by unit owners for receiving notice sent by electronic transmission of those unit owners consenting to receive notice by electronic transmission. The electronic mailing addresses and numbers provided by unit owners to receive notice by electronic transmission shall be removed from association records when consent to receive notice by electronic transmission is revoked. However, the association is not liable for an erroneous disclosure of the electronic mail address or the number for receiving electronic transmission of notices.

718.111 (11)3(h) The association.-- The association shall maintain insurance or fidelity bonding of all persons who control or disburse funds of the association. The insurance policy or fidelity bond must cover the maximum funds that will be in the custody of the association or its management agent at any one time. As used in this paragraph, the term "persons who control or disburse funds of the association" includes, but is not limited to, those individuals authorized to sign checks on behalf of the association, and the president, secretary, and treasurer of the association. The association shall bear the cost of any such bonding.

718.125 Attorney's fees.--If a contract or lease between a condominium unit owner or association and a developer contains a provision allowing attorney's fees to the developer, should any litigation arise under the provisions of the contract or lease, the court shall also allow reasonable attorney's fees to the unit owner or association when the unit owner or association prevails in any action by or against the unit owner or association with respect to the contract or lease.

718.112 Bylaws.--
2) REQUIRED PROVISIONS.--The bylaws shall provide for the following and, if they do not do so, shall be deemed to include the following:(2)(a). Administration.--
The form of administration of the association shall be described indicating the title of the officers and board of administration and specifying the powers, duties, manner of selection and removal, and compensation, if any, of officers and boards. In the absence of such a provision, the board of administration shall be composed of five members, except in the case of a condominium which has five or fewer units, in which case in a not-for-profit corporation the board shall consist of not fewer than three members. In the absence of provisions to the contrary in the bylaws, the board of administration shall have a president, a secretary, and a treasurer, who shall perform the duties of such officers customarily performed by officers of corporations. Unless prohibited in the bylaws, the board of administration may appoint other officers and grant them the duties it deems appropriate. Unless otherwise provided in the bylaws, the officers shall serve without compensation and at the pleasure of the board of administration. Unless otherwise provided in the bylaws, the members of the board shall serve without compensation.
(2)(a)2. When a unit owner files a written inquiry by certified mail with the board of administration, the board shall respond in writing to the unit owner within 30 days of receipt of the inquiry. The board's response shall either give a substantive response to the inquirer, notify the inquirer that a legal opinion has been requested, or notify the inquirer that advice has been requested from the division. If the board requests advice from the division, the board shall, within 10 days of its receipt of the advice, provide in writing a substantive response to the inquirer. If a legal opinion is requested, the board shall, within 60 days after the receipt of the inquiry, provide in writing a substantive response to the inquiry. The failure to provide a substantive response to the inquiry as provided herein precludes the board from recovering attorney's fees and costs in any subsequent litigation, administrative proceeding, or arbitration arising out of the inquiry. The association may through its board of administration adopt reasonable rules and regulations regarding the frequency and manner of responding to unit owner inquiries, one of which may be that the association is only obligated to respond to one written inquiry per unit in any given 30-day period. In such a case, any additional inquiry or inquiries must be responded to in the subsequent 30-day period, or periods, as applicable.
(2)(n) Director or officer delinquencies.--A director or officer more than 90 days delinquent in the payment of regular assessments shall be deemed to have abandoned the office, creating a vacancy in the office to be filled according to law.
(2)(d) Unit owner meetings.--
1. There shall be an annual meeting of the unit owners held at the location provided in the association bylaws and, if the bylaws are silent as to the location, the meeting shall be held within 45 miles of the condominium property. However, such distance requirement does not apply to an association governing a timeshare condominium. Unless the bylaws provide otherwise, a vacancy on the board caused by the expiration of a director's term shall be filled by electing a new board member, and the election shall be by secret ballot; however, if the number of vacancies equals or exceeds the number of candidates, no election is required. The terms of all members of the board shall expire at the annual meeting and such board members may stand for reelection unless otherwise permitted by the bylaws. In the event that the bylaws permit staggered terms of no more than 2 years and upon approval of a majority of the total voting interests, the association board members may serve 2-year staggered terms. If no person is interested in or demonstrates an intention to run for the position of a board member whose term has expired according to the provisions of this subparagraph, such board member whose term has expired shall be automatically reappointed to the board of administration and need not stand for reelection. In a condominium association of more than 10 units, coowners of a unit may not serve as members of the board of directors at the same time. Any unit owner desiring to be a candidate for board membership shall comply with subparagraph 3. A person who has been suspended or removed by the division under this chapter, or who is delinquent in the payment of any fee or assessment as provided in paragraph (n), is not eligible for board membership.
7. Any unit owner may tape record or videotape a meeting of the unit owners subject to reasonable rules adopted by the division.

718.303 Obligations of owners; waiver; levy of fine against unit by association.--
(1) Each unit owner, each tenant and other invitee, and each association shall be governed by, and shall comply with the provisions of, this chapter, the declaration, the documents creating the association, and the association bylaws and the provisions thereof shall be deemed expressly incorporated into any lease of a unit. Actions for damages or for injunctive relief, or both, for failure to comply with these provisions may be brought by the association or by a unit owner against:
(a) The association.
(b) A unit owner.
(c) Directors designated by the developer, for actions taken by them prior to the time control of the association is assumed by unit owners other than the developer.
(d) Any director who willfully and knowingly fails to comply with these provisions.
(e) Any tenant leasing a unit, and any other invitee occupying a unit.
The prevailing party in any such action or in any action in which the purchaser claims a right of voidability based upon contractual provisions as required in s. 718.503(1)(a) is entitled to recover reasonable attorney's fees. A unit owner prevailing in an action between the association and the unit owner under this section, in addition to recovering his or her reasonable attorney's fees, may recover additional amounts as determined by the court to be necessary to reimburse the unit owner for his or her share of assessments levied by the association to fund its expenses of the litigation. This relief does not exclude other remedies provided by law. Actions arising under this subsection shall not be deemed to be actions for specific performance.
(3) If the declaration or bylaws so provide, the association may levy reasonable fines against a unit for the failure of the owner of the unit, or its occupant, licensee, or invitee, to comply with any provision of the declaration, the association bylaws, or reasonable rules of the association. No fine will become a lien against a unit. No fine may exceed $100 per violation. However, a fine may be levied on the basis of each day of a continuing violation, with a single notice and opportunity for hearing, provided that no such fine shall in the aggregate exceed $1,000. No fine may be levied except after giving reasonable notice and opportunity for a hearing to the unit owner and, if applicable, its licensee or invitee. The hearing must be held before a committee of other unit owners who are neither board members nor persons residing in a board member's household. If the committee does not agree with the fine, the fine may not be levied. The provisions of this subsection do not apply to unoccupied units.
(4) "Board of administration" or "board" means the board of directors or other representative body which is responsible for administration of the association.

(1) Each unit owner, each tenant and other invitee, and each association shall be governed by, and shall comply with the provisions of, this chapter, the declaration, the documents creating the association, and the association bylaws and the provisions thereof shall be deemed expressly incorporated into any lease of a unit. Actions for damages or for injunctive relief, or both, for failure to comply with these provisions may be brought by the association or by a unit owner against:
(a) The association.
(b) A unit owner.
(c) Directors designated by the developer, for actions taken by them prior to the time control of the association is assumed by unit owners other than the developer.
(d) Any director who willfully and knowingly fails to comply with these provisions.
(e) Any tenant leasing a unit, and any other invitee occupying a unit.
The prevailing party in any such action or in any action in which the purchaser claims a right of voidability based upon contractual provisions as required in s. 718.503(1)(a) is entitled to recover reasonable attorney's fees. A unit owner prevailing in an action between the association and the unit owner under this section, in addition to recovering his or her reasonable attorney's fees, may recover additional amounts as determined by the court to be necessary to reimburse the unit owner for his or her share of assessments levied by the association to fund its expenses of the litigation. This relief does not exclude other remedies provided by law. Actions arising under this subsection shall not be deemed to be actions for specific performance.
(3) If the declaration or bylaws so provide, the association may levy reasonable fines against a unit for the failure of the owner of the unit, or its occupant, licensee, or invitee, to comply with any provision of the declaration, the association bylaws, or reasonable rules of the association. No fine will become a lien against a unit. No fine may exceed $100 per violation. However, a fine may be levied on the basis of each day of a continuing violation, with a single notice and opportunity for hearing, provided that no such fine shall in the aggregate exceed $1,000. No fine may be levied except after giving reasonable notice and opportunity for a hearing to the unit owner and, if applicable, its licensee or invitee. The hearing must be held before a committee of other unit owners who are neither board members nor persons residing in a board member's household. If the committee does not agree with the fine, the fine may not be levied. The provisions of this subsection do not apply to unoccupied units.

Of the 168 units only 27 have Home Owner Exemptions, 3 of these can be discounted as 2 have moved away and 1 HE still shows on a unit that NCC has taken over. So it is reasonable to say that probably only 24 Owners actually live on property.
Most of those remaining 144 units are rented out but at any given time a few of them will be empty and just a few other units are empty due to foreclosures.
In summary of the 112 owned units only 1 in 5 are owner occupied and of the total of 168 units the ratio drops to 1 in 7.

Nautilus Cove is now requiring parking stickers for vehicles of property residents.
Please come by the office to get your parking stickers at your earliest convenience. There will be two (2) issued for each owner unit, as needed. Additional parking stickers will be $3.00 each.
If you have renters in your condo, please advise them to pick up their parking stickers in the office, too.
These will need to be placed on the back window of the driver's side of the vehicle.
We will also be implementing a guest pass procedure, which will be announced at a later date.
There will be a grace period to allow residents the time to get their stickers, and after that time, vehicles without stickers or guest passes will be towed from the property after proper notice.

Bay County- Zoo World in Panama City Beach had a special New Year’s treat for their animals on Saturday.

Donated Christmas trees were covered with peanut butter, cheerios, and fruit roll ups as ornaments.
Presents were even put under the tree for animals to un-wrap and play with
Zoo World officials say that the purpose of doing this is to enrich the animals both mentally and physically.
Stephanie Willard, the director of education at Zoo World says that each year they always put donated Christmas trees in exhibits for animals to play with, but this year they're making it special.
"What we do usually is people donate trees and we'll throw them in and let the animals play with them. Big animals like lions and tigers like to rub on them to get the smells. Today, we're actually going to do some decorating and put some extra little treats on them," said Willard.
Zoo World is always in need of enrichment items for the animals such as buckets, colognes, cereal, and Christmas trees when they're available.

#306 is the old Rodney C. Smith unit that NCC filed foreclosure on 11/1/2011 and it was sold at auction to Jeffrey J. Osterhout for $14,300, on 4/10/12. By this time local Attorney Denise H. Rowan Fla Bar #0564532, representing Hancock Bank of Mississippi, had also filed a Lis Pendens.

Earlier this month the unit was delinquent by $1,158.75, to the Association in unpaid dues, this has probably grown by another $675 for unpaid 4th quarter dues.
The temporary owner, Jeffrey Osterhout, of 1112 Arthur Ave, Panama City and Paula J Coffey of 9106 Jamaica Bch, Galveston, Tx, created a Limited Liability Company 8/28/12 called JOPC, LLC (just their first and last initials) and then, on 8/29/12 Osterhout transferred by the unit Quit Claim deed to JOPC, LLC for $100. This is usually done to avoid any personal liability.
Osterhout and Coffey, at some future time, through their LLC, will have to deal with the 8/6/07 mortgage of $197,600 written by Peoples First Community Bank, which is now being handled by Hancock Bank, with Hancock attorney Rowan, filing 'Lis Pendens' on the unit 3/30/2012.
Neither Osterhout or the new LLC can sell this unit as in Florida the holder of the first mortgage has the best claim to the unit.
If this unit is now rented, or is rented in the future, it might be a good idea to move immediately to compel any tenant to pay directly to the Association, any rental payments until the delinquency is paid off.

About 16 months ago I asked the person, via the office, to provide information as to what their job was with Concord and what they got paid.
The person sent back the word that they declined to provide this information. Here is what page 9 of the 10 page Management Contract has to say about it:
"17 STATUORY DISCLOSURES
(b) MANAGER IS DIRECTLY OR INDIRECTLY RESPONSIBLE FOR THE PAYMENT OF COMPENSATION TO ___________ AN ASSOCIATION BOARD MEMBER."
So which of our Board members do you think works for Concord (ie: the 'manager' above')?

The information points out that Concord Management is part of a 4 firm 'Team' that builds, rents, sells and manages properties like ours and it further points out that in my opinion we need to get a new management firm, one that works for the Owners here at NCC and not for the developer or their 'Team'.
Concord Management takes far to much of their time in renting out and managing the developers 56 unsold condos and not enough time tending to our Association business. We are in effect paying for Concord to work for the developer.

It is very important that when the Concord contract is up that we hire a better firm, one that is not part of the 4 member 'Team' of the Developer.
We need a management company that will represent the Owners and not continue to be in the hip pocket of the Developer.
If you have complaints about Concord you should let the current BOD know about them. When choosing the next Board you should be sure to vote for those 2 Owners who will promise to change Management firms.

Life is funny. I mean, who would think something so ugly would taste so good! But, there is something about lobster that makes the locals around here crazy. They love it...they just can't get enough of it...and, that's just one reason September is their favorite month of the year.
Every year about the middle of September, a little local beach club called "Schooners" holds their annual Lobster Festival and Tournament. Divers from all over the country come to Panama City Beach to dive the deep waters of the Gulf of Mexico, and haul their trophy lobsters to the Last Local Beach Club to be weighed, watched, posed with, and finally...you guessed it...devoured! On Sunday, the chefs in the Schooners kitchen get down to some serious cookin, and the crowd gets down to some serious eating! There are lobsters of all sizes and shapes - spiny lobsters, shovel nosed lobsters...ugly lobsters and...beautiful lobsters. There is even a lobster auction, with some of these beautiful bugs going as high as $300-$500.
On Sunday, the chefs in the Schooners kitchen get down to some serious cookin, and the crowd gets down to some serious eating! The lobster festival at Schooners is three days of non-stop fun - and, although the Lobsters are at the heart of it - it's a lot more than just lobsters. There's a giant Lobster Festival sand sculpture contest - one of the biggest in the Southeast, with some of the best sand artists in the country, as well as enthusiastic amateurs competing for cash and prizes. The sand sculptures are amazing, and some a little bizarre! But you can find yourself watching the creations in progress for hours.
Then, when the sun goes down, Schooners does what Schooners does best - Party! and with live entertainment on stage - and the dance floor packed, it can last well into the morning.

Bay County- Zoo World in Panama City Beach had a special New Year’s treat for their animals on Saturday.

Zoo World officials say that the purpose of doing this is to enrich the animals both mentally and physically.

"What we do usually is people donate trees and we'll throw them in and let the animals play with them. Big animals like lions and tigers like to rub on them to get the smells. Today, we're actually going to do some decorating and put some extra little treats on them," said Willard.
Zoo World is always in need of enrichment items for the animals such as buckets, colognes, cereal, and Christmas trees when they're available.

In a letter to The News Herald that was published Feb. 25 (“New airport has yet to land lower airfares”, Mr. Bruce Kennedy complained that the new airport has not resulted in lower airfares.
To make his case he compared the purchase of two Southwest Airlines’ tickets to San Antonio departing on June 1 and returning on June 6. The total price for the two round-trip tickets was $587.60, or $293.80 per person.
He compared this with Delta Air Lines fares for the same dates and found their fares to be $3 lower. His conclusion is that nothing has changed and Panama City fares remain high even with the new Southwest service.
That is incorrect.
The U.S. Department of Transportation collects data on actual air fares sold, with the latest information available being the 12-month period ending in September 2009. Based on that information, the average round-trip airfare sold from Panama City to San Antonio during that 12-month period was $694 per person. That cost does not include taxes and other fees that were included in Mr. Kennedy’s fare quote. Therefore the comparison is $1,388 (plus taxes and fees) for two tickets in 2009 versus $587 (including taxes and fees) with the new Southwest fares.
The fact that Delta is matching the Southwest fares is evidence that the competition provided by Southwest is generating significantly lower air fares.
Mr. Kennedy was also critical of Southwest’s level of customer service referring to seat assignments and beverage services. In response I would note that Southwest has routinely been ranked by various consumer and industry organizations as No. 1 in the airline industry in customer service. Kennedy also left out the part where Delta charges bags to fly if you have to check your bag.
The new airport is about many things that will provide economic benefits to our community, in addition to better airfares.

PANAMA CITY BEACH — Airport Authority board Chairman Joe Tannehill is usually unflappable, presiding calmly at board meetings that can sometimes grow contentious over issues such as budgets, industrial development or sod. On Tuesday, he took the unusual step of moving out from behind the board member’s dais to renew his strong support for building a crosswind runway at the new airport under construction near West Bay.
“We need to do everything we have committed and promised,” he said from the audience podium, noting that the board will go through changes in the coming months. Both his term and the term of Vice Chairman Bill Cramer expire in June.

Over the last year, financial plans for the 5,000-foot crosswind runway have faltered as board members struggled with issues such as extending the main concrete runway to 10,000 feet, hiring a company to market the airport to industry and funding more than $3 million in expensive sod to halt storm water erosion problems.
Board Vice Chairman Bill Cramer, for instance, argued successfully last May that hiring “master developer” Jones Lang Lesalle to manage the industrial and commercial development of hundreds of acres surrounding the airport’s main runway should have a higher priority than the crosswind runway.
Cramer also has argued that other uncertainties, such as the fight with Phoenix Construction over the need for sod, has placed the funding for a crosswind runway in doubt.
Admitting he was taking the board by surprise, Tannehill said he would ask other members in two weeks to advertise for bids on the secondary runway, expected to cost about $18 million.
“If we can construct the crosswind runway without going out for more debt, we should do it,” Tannehill read from a prepared statement. “We have committed the crosswind runway to our GA (general aviation) friends, the FAA (Federal Aviation Administration) and the FDOT (Florida Department of Transportation).”
Tannehill made a case that the airport had a total of $321 million to spend for the construction of the Northwest Florida Beaches International Airport, including two loans totaling $40 million from Florida’s State Infrastructure Bank (SIB) loans program, $15 million of which was untapped so far. He said the airport has been “running a budget of $306 million, of which we presently have $3.6 million left in contingency and free cash.” The airport also intends to recoup $3.2 million in sod payments from either contractors or project engineers in future legal battles.
“Our legal teams have concluded that these funds are not the responsibility of the Airport Authority,” Tannehill said. Following the meeting, Cramer said he still had doubts about the timing for issuing bids. “If we can do so responsibly, I’m all for it, if we can afford it,” he said. But he insisted that uncertainties still existed over other needs, such as $1.25 million for an international concourse, or hall.
“We also have an uncertainty over how much more sod we will need,” Cramer said, noting that he did not wish to encumber future board members with current problems. “The bottom line is: Can we afford it?”
In other business, board members approved several additions to a tentative policy on commercial ground transportation, including penalties for rule infractions, such as a one-week permit suspension for reckless driving, and a non-smoking rule. The board also agreed to review several provisions, such as banning outside advertisements on vehicles and requiring that all vehicles within a company be the same color.

Panama City Beach — Southwest Airlines unveiled Florida One in Tampa on Friday, its newest themed aircraft that is emblazoned with the state flag of Florida. The video link is at the bottom of the article. Thanks to the News Herald for the article!
“We are very excited about our newest aircraft,” Southwest spokeswoman Brandi King said. “We have been planning to honor Florida for some time.”
The new Boeing 737 will join the airline’s regular rotation schedule throughout the country at the 68 — soon to be 69 — cities Southwest serves, King said.
Panama City Beach will become the 69th city when Southwest makes its first flight into the new Northwest Florida Beaches International Airport, scheduled for its grand opening May 23.

“We are very excited about our newest aircraft,” Southwest spokeswoman Brandi King said. “We have been planning to honor Florida for some time.”
The new Boeing 737 will join the airline’s regular rotation schedule throughout the country at the 68 — soon to be 69 — cities Southwest serves, King said.
Panama City Beach will become the 69th city when Southwest makes its first flight into the new Northwest Florida Beaches International Airport, scheduled for its grand opening May 23.

"We have dummy mines out in the water that have been placed there just so we can do these exercises, so we can evaluate the new gear," said Reeves. Once the chopper detects a mine, sweeping equipment will cut the mine's wires so it can be neutralized.
"We are supposed to be deployable anywhere in the world within 72 hours. So this gives us a chance to practice that, packing everyone up, bringing it down here and operating from not our home base. We would not be able to conduct our missions without the expertise that is located here in Panama City," said Lt. Cmdr. Dale Johnson, the Officer in Charge of the HM 14 Squadron.
These techniques were most recently used during the Iraq War. Of all the bases in the world, this one is the absolute best for this type of training. "The exercise is set up here in Panama City, Florida, because of the clarity of the water. We are able to conduct an exercise here with the 53's that they can't necessarily do anywhere else in the world," said Reeves.
It's not just the water that's a draw. "This is probably the foremost mine exploration region in the world here in Panama City. So all the equipment that we actually tow in our helicopter, the mission specific equipment is actually here. Some of it was actually manufactured here and some of it is actually serviced here. We have all the military and civilian experts here that can help us conduct our training most effectively," said Johnson.
The US Navy is the only organization in the world conducting airborne mine countermeasure missions.

Panama City, Florida – (May 11, 2010) – The Panama City Bay County Airport and Industrial District (Airport Authority) today announced that Northwest Florida Beaches International Airport has received its Part 139 Airport Operating Certificate from the Federal Aviation Administration. The new airport is scheduled to begin service Sunday, May 23.
“This is a significant milestone in the development of Northwest Florida’s newest airport,” said Airport Authority Chairman Joe Tannehill. “We want to thank our partners at the FAA in helping us to ensure that the new Northwest Florida Beaches International Airport meets all federal aviation safety requirements. This is indeed great news.”
As part of the certification process, FAA inspectors tested the new airport’s 10,000-foot runway, instrument landing equipment, navigational system, runway lighting and air traffic control tower. FAA air traffic controllers are now training in the control tower in preparation of the May 23rd opening.
Northwest Florida Beaches International Airport is still awaiting final approval from the Transportation Security Administration and a Certificate of Occupancy from Bay County for the 125,000-square-foot passenger terminal.
In other action today, the Airport Authority agreed to lease space at the new airport to Thrifty Car Rental. That brings to six the number of car rental companies that will be operating in the new airport. The others are: Alamo, Avis, Budget, Enterprise, Hertz and National.
The $318-million Northwest Florida Beaches International Airport is the first commercial-service international airport built in the U.S. in the past 15 years. The new airport and its 10,000-foot runway are built on approximately 1,300 acres of a 4,000-acre site. The 125,000-square-foot passenger terminal features seven gates, two restaurants, two retail shops and six car rental ticketing counters.
Southwest Airlines and Delta Air Lines will offer daily nonstop service to Atlanta, Memphis, Orlando, Cincinnati, Houston, Baltimore and Nashville.
